To cultivate and develop the human resource sector the government established the National Centre for Human Resource Development (NCHRD), under the Ministry of Education, in 1998. “Millions of Japanese and Chinese students have left their home countries to pursue higher education abroad. Today, Japan and China are developing thanks to the combined strengths of their local graduates and those educated in the foreign countries,” The “Enrollment Week” campaign is now launched at the beginning of every academic year in an effort to entice as many students as possible into the school system.

At Pre school, children can develop their mental, physical, emotional, and social skills in their teams. "learning should not just be about languages, mathematics and science.Parents should also encourage their children to take part in music, sports or arts so they are encouraged to learn many different things and develop an active mind,” Ms Yumi Hasegawa, managing director of Do-Re-Mi Family Club , said.

Summer Camp or Summer School is a supervised program for children and/or teenagers conducted (usually) during the summer months in some countries. They spend an average of K1,000 a day to provide the three meals for each student. Each teacher is paid K23,000 monthly.Their school could only open classes from kindergarten to the eighth grade but wished to open classes for the ninth grade and matriculation when they could provide the facilities. They use the same system of grades, curricula and examinations as state schools. Teachers, who are young volunteers or retired civil servants from the education sector, are appointed on a salary basis.

The approximate cost for one year of education in a state school is only about K10,000.Extra small contribution is generally spent on the development of the state school .Many parents now also send their children to extra tuition classes ,costing from K3,000 to K30,000 a month.
